Azerbaijani police officers successfully complete Council of Europe HELP course on combating domestic violence

On 16 July 2025, eleven police officers from Azerbaijan were awarded certificates for successfully completing the Council of Europe’s HELP (Human Rights Education for Legal Professionals) online course on preventing and combating domestic violence.

The course, designed specifically for law enforcement officers, aims to enhance their capacity to identify, prevent and respond effectively to domestic violence, in line with international human rights standards.

Participants highlighted the growing role of social media in shaping public perceptions of domestic violence. The police officers also welcomed the Ministry of Internal Affairs’ ongoing efforts to assign more women officers to domestic violence cases, a move that signals both institutional commitment and shifting societal attitudes.

This activity is part of the joint programme of the Council of Europe and the European Union “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Preventing and combating violence against women and domestic violence in Azerbaijan”.
