On 12 March, the Department for the Execution of Judgments of the European Court of Human Rights participated in the presentation of the 2025 Annual Report of the Romanian Prison Administration (NAP) in Bucharest, following an invitation from NAP.
The event was attended by high-level officials, including the Minister of Justice, the General Director of NAP, the General Director of the Moldovan Prison Administration, the General Inspector of the Romanian Police, ambassadors, and other senior representatives.
This engagement forms part of the Department’s ongoing strategy to strengthen communication with national authorities and support their efforts to execute judgments of the European Court.
The Department’s presentation focussed on the following key objectives:
- Updating stakeholders on the execution of the pilot judgment Rezmiveș and Others on poor conditions of detention.
- Presenting recent developments, including the latest decisions of the Committee of Ministers.
- Acknowledging progress in executing the pilot judgment, while underlining remaining challenges and the actions still required.
Both the Minister of Justice and the Director General of NAP reaffirmed their strong commitment to fully implementing European Court’s judgments. The execution of such judgments remains a priority for the Government.
The Department welcomed the constructive dialogue and the renewed commitment demonstrated at the event. It will continue to monitor developments closely and remains ready to provide support and guidance to ensure the full and effective execution of the Court’s judgments.
