On 3 October 2019, representatives of the Department for the Execution participated in the public debate on the draft law to execute the legal gender recognition (case X. v. the former Yugoslav Republic of Macedonia) highlighting the legal obligations stemming from this judgment. Other speakers included the State Secretary from the Ministry of Labour and Social Affairs, representatives of the Ministry of Justice and civil sector.
It was agreed that adoption of a law to provide a clear procedures and requirements for transgender legal recognition was a must for execution of the X. case. The Head of the Sexual Orientation and Gender Identity Unit provided an overview of the best practices in the field to facilitate the reflection on the content of the law to be adopted.
The Council of Europe will closely cooperate with the authorities in this process.
