On 28 April, the Department for the Execution of Judgments participated in the annual conference of the European NPM Forum in Strasbourg, dedicated this year to mental health in detention.
The event brought together National Preventive Mechanism (NPM) representatives and Council of Europe experts to discuss standards, trends and risks across different detention settings, including prisons, police custody, immigration centres and psychiatric institutions.
The Department presented the Committee of Ministers’ practice in the supervision of the execution of judgments concerning mental health in detention, highlighting how NPM findings on the ground can inform and purposefully strengthen the execution process through Rule 9.2 submissions to the Committee.
The conference was organised by the Council of Europe within the framework of the EU/Council of Europe project “Support of Council of Europe for EU network of prison monitoring bodies”.
