Open consultation on the grants of the European Youth Foundation of the Council of Europe

The European Youth Foundation (EYF) is part of the youth sector of the Council of Europe and has  existed for over 50 years. 

The EYF supports international youth co-operation by providing financial support to European activities and projects that promote peace, understanding and co-operation between young people of Europe and the world, in a spirit of respect for human rights and fundamental freedoms.

At the moment, the EYF provides four types of grants:

  • grants to local or national projects (pilot activities) that address the challenges young people face and their needs at local level;
  • grants to international activities. These are meetings of young people or youth leaders which have a clear European dimension;
  • grants to international youth NGOs and networks in support of their annual work plans (sets of successive and interconnected activities) over a period of one year;
  • structural grants to international youth NGOs and networks to cover their general administrative and operational costs.

In 2023, the EYF started a process of reviewing its grant types and related characteristics. In this context, the EYF would like to seek the input of all stakeholders to the future shaping of the European Youth Foundation. We encourage particularly young people, youth organisations from the local to the international level, youth agencies and ministries in charge of youth, youth researchers, trainers and multiples, to contribute with their ideas.

Please feel free to respond to all or selected questions as per expertise, relevance or focus of your work. Responses can be submitted in English or French. Responses received will inform the EYF grant review process.

 One-off international youth co-operation activities by and for young people from Ukraine, enhancing international youth co-operation activities with Ukrainian youth (2026.C4.A)

 International long-term youth co-operation projects, advancing strategic development, capacity building, partnerships, and outreach  around the thematic priorities of EYF funding (2027.C6.B)

 International one-off youth co-operation activities, supporting international youth meetings that fosters democratic participation, addressing thematic challenges, promoting intercultural dialogue, and building capacities for future initiatives (2027.C5.A)

 Join us for the Digital Open Desk every Wednesday afternoon from 14:00 to 16:00 CET in September 2026 (2, 9, 16, 23, 30 September). The EYF team will be online to answer questions from youth organisations about the EYF Calls for proposals, project implementation, reporting, finances, and more.
