The Council of Europe Education Department, within the framework of the Education Strategy 2024-2030 Learners First, is seeking consultancy services in the field of language education policy and practice. This work builds on Recommendation CM/Rec(2008)7 on the use of the Council of Europe’s Common European Framework of Reference for Languages (CEFR) and the promotion of plurilingualism, Recommendation CM/Rec(2022)1 on the Importance of Plurilingual and Intercultural Education for Democratic Culture and Recommendation CM/Rec(2025)6 of the Committee of Ministers to member States on qualifications and linguistic competences of refugees in Europe.
The aim of the tender is to create a pool of consultants to provide consultancy services on language policy and practice focusing on the topics listed in the tender document to be requested by the Council on an as-needed basis.

What proof can be provided for the requested minimum B2 level in French?
If English and/or French is not the native language of tenderers, proof of language proficiency such as: a graduate degree from a department where the language of is fully English and/or French, or proof of language test taken, i.e. TOEFL, IELTS, or national language exams, or proof of published work in the language concerned.

The tenderer must be either a natural person, a legal person or consortium of natural and/or legal person. Documents that need to be submitted for each can be consulted more in detail in the Tender File. For civil servants, the bidders should abide by the national laws in their respective countries concerning a second employment in addition to their civil servant status.
