The European Higher Education Area (EHEA) Ministerial Conference concluded its sessions on May 30th in Tirana, Albania, marking a significant stride toward advancing the fundamental values of higher education as advocated by the Council of Europe. This year's gathering, themed under the "Tirana Communiqué," reflects on the progress since the 2020 Rome Conference and sets a determined pathway to fully achieve its vision by 2030.
In the backdrop of increasing global challenges including geopolitical tensions, economic disparities, and social inequalities, the EHEA ministers have reaffirmed their commitment to upholding academic freedom, integrity, and institutional autonomy among other core values. These values are considered essential for fostering safe, open, and inclusive educational environments that promote critical thinking, tolerance, and peaceful discourse in line with the Council of Europe’s CM Recommendations on academic freedom, institutional autonomy, public responsibility and countering education fraud CM/Rec (2007)6, (2012)7, (2022)18.
The conference also highlighted the ongoing support for Ukraine's higher education system.
Further key resolutions included the reinforcement of the three-cycle system of education, enhancing the recognition of qualifications across member states and further implementation of the Council of Europe /Unesco Convention and promoting quality assurance in line with the established standards. Moreover, the conference stressed the necessity of innovative approaches to education to meet the demands of digital and green transitions, ensuring that higher education remains a pivotal element in societal transformation.
The EHEA ministers have laid out a comprehensive plan to address the educational needs of refugees and displaced individuals, aiming for better integration and recognition of their qualifications within Europe and pay specific attention to the Council of Europe EQPR instrument. Additionally, a strong emphasis was placed on developing a more interconnected educational framework, facilitating greater mobility and international cooperation among students and educational staff.
Looking forward, the EHEA is set to continue its diligent monitoring of these commitments with the next assessment due at the 2027 Ministerial Conference in Romania and the Republic of Moldova. This future gathering aims to further the discourse on creating an inclusive, innovative, and interconnected European higher education landscape, steadfast in its foundational values.
