Council of Europe supports the development of the regulatory framework on protection of whistleblowers

The Council of Europe through its joint European Union and Council of Europe Project against Economic Crime in Kosovo* (PECK III) is supporting the relevant competent authorities to strengthen the regulatory framework on protection of whistleblowers. 

In this respect the project provided advice to the interinstitutional working group (WG) which is entrusted to prepare the related sub legal acts to support the implementation of the Law on Whistleblower protection. The WG which is composed of representatives of the Office of the Prime Minister, Ministry of Justice, Agency for Prevention of Corruption, Kosovo Police, Kosovo Prosecutorial Council, Basic Court of Pristina and civil society is working to develop two draft sublegal acts, namely Guidance on protection provided to persons submitting reporting in the public interest and Guidelines to Conduct Administrative Investigation in the context of whistleblowing.

The working group meeting of 22-23 June 2023 provided a platform for discussion on the international standards and good comparative practice related to effective investigation of whistleblowing reports, obligations of employers to protect whistleblowers from harmful acts and the whistleblowers' right to judicial protection.

The Project will continue to support the authorities in strengthening the legal framework and institutional capacities in this field.

The activity was organised within the framework of the “Project against Economic Crime in Kosovo” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
