Council of Europe supports terrorist financing risk assessment in NPO sector

The Council of Europe through its joint EU/ Council of Europe “Project against Economic Crime in Kosovo*” (PECK III) is supporting Kosovo authorities to strengthen the implementation of the standards for the prevention and suppression of terrorist financing, including in the Non-Profit Organisations’ (NPOs) sector. 

In this respect the Council of Europe is supporting Kosovo authorities in the process of NPOs sectoral terrorist financing risk assessment as per developed Council of Europe Methodology. 

For this purpose and as a follow-up to two subsequent workshops held with the Project’s support in September 2022 and in February 2023 in Pristina, members of the Analytical and Coordination Team presented and discussed the analysis and synthesis of information obtained through data collection modules, and research at a Working Group meeting in Strasbourg on 4 and 5 May 2023.

Participants representing the Financial Intelligence Unit, Central Bank, Police, Ministry of Finance, Labour and Transfers, Department for Registration of NGOs of the Ministry of Interior, Association of Banks, Customs, Taxation, Kosovo Security Agency, Intelligence Agency, Prosecutorial Council, and Civil Society discussed the recommendations and received advice on the draft assessment report and discussed further steps to be taken in order to finalise the assessment. 

The Council of Europe will provide further support to the Working Group throughout the risk assessment process and organisation of focus groups.
The activity was organised within the framework of the “Project against Economic Crime in Kosovo” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the Council of Europe.
