Council of Europe strengthens implementation of the regulatory framework related to financing of terrorism and financing of proliferation

The Council of Europe through its joint European Union and Council of Europe Project against Economic Crime in Kosovo* (PECK III) is supporting the relevant competent authorities to strengthen implementation of the regulatory framework on financing of terrorism and financing of proliferation (FT/PF).
In this respect the project organised two consecutive workshops on 27 and 29 November 2023, and provided advice to the Ministry of Finance, Financial Intelligence Unit (FIU) and other relevant authorities in preparing the related sublegal acts to support the implementation of the Law on Implementation of Targeted International Financial Sanctions. 

Both workshops provided a platform for discussion on the FATF standards included in Recommendations 6 and 7 and EU Best Practices Guidance as well as provisions applicable to competent authorities and reporting entities including Ministry of Foreign Affairs, Ministry of Finance, State Prosecutor’s Office, Intelligence Agency, FIU, Central Bank, Customs, Tax Administration, Police, Cadastral Agency, banking sector lawyers, notaries and auditors. 
Participants also raised awareness and practical knowledge on good comparative practices and challenges related to the implementation of targeted financial sanctions against terrorism and terrorist financing as well as against the financing of proliferation of weapons of mass destruction including solutions to enhance and strengthen the relevant legal and policy framework.

The Project will continue to support the authorities in strengthening the legal framework and institutional capacities in this field.

The activity was organised within the framework of the “Project against Economic Crime in Kosovo” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
