Council of Europe launches the corruption risk mapping process in Kosovo*

The Council of Europe through its joint European Union and Council of Europe Project against Economic Crime (PECK III) is supporting the Agency for Prevention of Corruption (APC) in Kosovo to address corruption risks in the public administration and build an efficient monitoring and quality assurance mechanism for the risk management system.

For this purpose, PECK III organised a two-day workshop on 4 and 5 December 2023 in Pristina with the aim to strengthen the capacities of the APC staff to conduct the corruption risk mapping process as a first step and enhance their awareness on methodological and technical aspects.

Participants had the opportunity to exchange views with the Council of Europe experts about the sectors to be assessed, risk factors, indicators of malpractices, and mitigation factors. The tools and procedures to be used in inputting the mapping of corruption risks were also presented, including the complementarity of the quantitative and qualitative data that those sources provide.

The risk mapping process will allow the APC to identify and assess sectors, activities, and functions with higher risk of corruption, which is instrumental to designing measures, better allocating the anti-corruption mitigation resources, or in performing further in-depth corruption risk assessment with a focus on those priority areas. 

The activity also corresponded to the launching of the activities to mark the International Anti-Corruption Day. 

The activity was organised within the framework of the “Project against Economic Crime” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
