Anti-Corruption Transformation in Ukraine

The project “Anti-Corruption Transformation in Ukraine” is dedicated to implementing effective anti-corruption policies and tools, making a real impact on the country’s security, economy, and future prosperity.
The project aims to contribute to the efforts of Ukraining authorities to ecoure fair competition, support Ukraine’s recovery, reduce the shadow economy, attract investment, and create a more open and trustworthy business environment. In today’s climate of national reconstruction, these efforts are crucial not only for economic growth, but also for welcoming back refugees and displaced persons by building a society founded on integrity and good governance.
The project helps Ukrainian authorities at both strategic and operational levels to assess, mitigate, and manage corruption risks. By advancing legislative reforms, strengthening judicial independence, and fostering civic engagement, our project tackles key vulnerabilities that challenge Ukraine’s governance and economic stability. This initiative operates in alignment with European Union accession requirements and acts on recommendations from the Council of Europe’s monitoring body (GRECO), ensuring the enforcement of international standards in the field of anti-corruption.
How We Work
We achieve our goals by:
- Strengthening the national legal framework to meet international best practices and standards.
- Building the capacity of key stakeholders, such as policy and supervisory authorities, law enforcement, prosecutorial services, and the judiciary.
- Fostering collaboration across the public sector, private sector, and civil society to create comprehensive and sustainable solutions.
Project Objectives
The primary objective of the Anti-Corruption Transformation in Ukraine project is to improve Ukraine’s national anti-corruption system—contributing to the nation’s overall integrity and long-term resilience. Our main goals are to:
- Align the national anti-corruption legal framework with international standards and recommendations.
- Ensure the effective implementation of Ukraine’s Anti-Corruption Strategy.
- Enhance the effectiveness of the National Agency on Corruption Prevention.
- Strengthen enforcement capacity for anti-corruption measures—including the National Anti-Corruption Bureau of Ukraine, the Specialised Anti-Corruption Prosecutor’s Office, and the High Anti-Corruption Court.
