A workshop was organised within the framework of the European Union/Council of Europe Joint Programme on “Consolidating Ethics in the Public Sector in Turkey” (TYEC2) in Ankara on 4 February 2014. As the scope of the legislation of the Council of Ethics does not cover public university academicians who are considered as semi-independent public servants, the workshop aimed at discussing the possible options for developing a code of conduct for public universities in cooperation with the Ministry of National Education and Council of Higher Education. The workshop provided an opportunity to have a common understanding on the scope of the possible code and its implementation aspects.
