The Council of Europe organised the workshop on “Strengthening legislation regulating inspection and supervision activities at the federal and municipal levels in the Russian Federation” on 25 June 2019 in Petrozavodsk, Russian Federation. It was the third and last workshop in a series of activities dedicated to reviewing the regulatory framework in the field of inspections, analysing its impact on Russian businesses and providing recommendations for improvement. The Council of Europe experts presented the updated Technical Paper on the overview of the Russian legislation and its practical implementation, including its analysis vis-à-vis international standards and good practices.

Over 50 participants representing Federal and Regional Business Ombudspersons’ offices, federal authorities involved in the reform process, regional inspections authorities and lawyers and business associations took part in the workshop. They discussed the latest developments in the ongoing reform process, including the new draft laws on inspections and on mandatory requirements, and contributed to better tailoring legal and policy recommendations to the country context. The workshop was particularly timely given that the new draft laws are expected to be submitted to the State Duma of the Russian Federation in autumn 2019.
