Back Training on Risk-based approach to inspections at regional and municipal levels in the Russian Federation

Within the project on “Protection of the Rights of Entrepreneurs in the Russian Federation from Corrupt Practices at the Municipal Level” – PRECOP II the Council of Europe organised a training on “Risk-based approach to inspections at regional and municipal levels in the Russian Federation” on 18-19 April 2019 in Tyumen, Russian Federation. The event brought together over 40 participants: representatives of the main beneficiary institution of PRECOP II – the Offices of Regional Business Ombudspersons and federal, regional and municipal inspection authorities from several project’s pilot regions, including the host region of Tyumen.

This was the third activity in a series of trainings aimed at enhancing knowledge and competences of relevant inspection authorities to efficiently conduct inspections in line with the latest developments in the Russian legislative framework and applicable international standards and good practices.

The training was a combination of presentations, group work and panel discussions of practical exercises and case studies specifically developed for the trainings by Council of Europe experts. The representative of the Ministry of Economic Development of the Russian Federation provided valuable input through several informative interventions.

The training allowed the participants to obtain relevant knowledge about the latest developments in the ongoing reform processes in the field of inspections and familiarize themselves with international good practices. It contributed to further improving the way inspections are organised and conducted.
