The participants of this study visit in Amsterdam, Rotterdam, and the Hague consisted of the members and the Secretariat of the Council of Ethics for Public Service and the Secretariat of the Council of Europe. The main partner of the study visit is the National Integrity Office in the Netherlands (BIOS).

The purpose of the visit was to:

• assess the development of public ethics in the Netherlands;
• oversee how the National Integrity Office as a small oversight body works with ministries and other public bodies; and
• visit the selected ministries and municipalities to exchange views on the delivery of an ethics environment in practice.

The study visit concluded with feedback from the Turkish counterpart, the Council of Ethics for Public Service.
