Stronger money-laundering and terrorism-financing prevention through enhanced risk-based supervision of the non-financial sector

A two-day capacity-building  workshop was held in Sarajevo to discuss improvements in applying risk-based approach to supervision for effective prevention of money laundering and terrorism financing, in line with findings and recommendations from the latest MONEYVAL report on Bosnia and Herzegovina.

The workshop brought together supervisors of  designated non-financial businesses and professions (DNFBP) – individuals and firms in non-financial sectors who have a role as gatekeepers to the financial system, such as lawyers, notaries, accountants, or real estate agents.

The participants analysed the current environment and needed actions to address MONEYVAL’s findings and recommendations.

The Fifth-round mutual evaluation report on anti-money laundering and counter-terrorist financing measures in Bosnia and Herzegovina, released in February 2025, indicated that, while banks demonstrate good understanding of money laundering and terrorism financing risks, and apply adequate customer due diligence, designated non-financial businesses and professions lag in applying enhanced controls.

The purpose of the workshop was to strengthen the capacities of supervisory authorities through education on risk-based supervision methodologies, adequate application of targeted financial sanctions, and enforcement instruments. It is a part of broader activities implemented by the Council of Europe to support the authorities of Bosnia and Herzegovina in combating corruption, money laundering, and terrorism financing.

The event was held as part of the Council of Europe's  initiative focused on combating corruption, money laundering, and terrorist financing in Bosnia and Herzegovina, which is implemented under the Council of Europe Action Plan for Bosnia and Herzegovina 2022-2025 and funded by voluntary contributions.
