Back Strengthening institutional capacities for the use of electronic system on assets declaration

On 20 and 21 of October 2021, the Action Against Economic Crime in Albania organised two days of trainings to support the staff of the High Inspectorate of Declaration and Publication of Assets and Conflicts of Interests (HIDAACI) and of responsible public authorities in operating the electronic system of declaration and publication of assets and conflicts of interests. As a result of this activity, a total of 130 representatives of responsible authorities developed important skills to ensure the smooth functioning of the electronic system for asset declaration.

The aim of these trainings was to raise the capacities and knowledge of responsible authorities, who are in charge of the management process of the assets’ declaration of elected representatives and public officials. During these days, the participants were introduced to the electronic system, its main modules and functions, and were provided with technical information in order to ensure the effective functioning of the electronic system.

The electronic system on assets declaration - a major development implemented as a result of the support of the EU, Council of Europe and USAID - constitutes a significant mechanism to prevent and fight corruption. It will simplify the process of declaration of assets, their submission, and publication in real time by increasing the transparency to the public opinion and media. The electronic system will be of great value to strengthen the monitoring capacities and the effectiveness of verification performed by HIDAACI. By ensuring the effective functioning of the electronic system as of January 2022, Albania will address one of the key recommendations of GRECO’s reports.

The Action Against Economic Crime in Albania is part of the “Horizontal Facility for the Western Balkans and Turkey II”, a joint programme of the European Union and Council of Europe, which aims at assisting beneficiaries in the Western Balkans region and Turkey to comply with the Council of Europe standards and European Union acquis in the framework of the enlargement process.
