During a dedicated Tech Day special event at the 11^th session of the Conference of the States Parties to the United Nations Convention against Corruption (CoSP11 UNCAC), the Council of Europe, together with international partners, brought together governments, international organisations, civil society and private sector representatives to exchange how emerging technologies can strengthen transparency, anti-corruption and oversight efforts.

A key theme of the dialogue was the growing use of digital platforms and artificial intelligence tools to monitor political finance, detect risks, and strengthen oversight of campaign and party financing. Participants examined which integrity safeguards are most at risk in the design and deployment of these technologies. Speakers emphasised that while AI-driven tools can significantly enhance risk analysis and monitoring capacities, their effectiveness and legitimacy depend on being embedded in clear legal frameworks and accompanied by robust human rights safeguards. Several of these aspects are also highlighted in the Council of Europe’s recent Guidelines on political finance: concepts, standards, challenges and best practices.

The special event also underscored the value of partnerships among governments, international organisations, civil society, academia and the private sector. Such collaboration is essential to create enabling environments for innovation, build capacity, and ensure that emerging technologies are used to reinforce integrity systems rather than undermine public trust.

The CoSP11 Tech Day discussion reaffirmed the Council of Europe’s commitment to promoting responsible innovation and leveraging technology as a means to advance transparency, strengthen anti-corruption frameworks, and enhance democratic governance worldwide.
