Back Review of legislation regulating procurement at the regional and municipal levels in the Russian Federation

The 2nd workshop on “Review of legislative norms regulating procurement at the regional and municipal levels in the Russian Federation” which took place on 18 December 2018 in Moscow, gathered over 30 representatives of the Federal and Regional Business Ombudspersons Offices from the project’s 15 pilot regions, representatives of the Ministry of Foreign Affairs and the General Prosecutor’s Office of the Russian Federation as well as regional and municipal authorities dealing with public procurement, and representatives of business and lawyers’ associations.

The workshop aimed to discuss the ways of strengthening the legislation regulating procurement processes in the Russian Federation in line with applicable international standards and good practices. The Council of Europe experts presented and discussed with the participants main findings and recommendations of the draft Technical Paper “Review of legislative norms regulating procurement at the regional and municipal levels in the Russian Federation”. The participants provided feedback on the ways to better tailor the recommendations to country context in order to strengthen the legislation and institutional practices in the field of procurement in Russia. The Technical Paper will be updated and finalised in light of the participants’ comments.
