Twenty representatives of institutions relevant for implementation of the Law on International Restrictive Measures participated in a roundtable discussion which served as a platform to discuss and decide on main issues to be covered by Guidelines for implementation of the Law.
During the two day roundtable the participants discussed a number of issues such as: implementation of targeted financial sanctions, identification of designated persons, detailed procedures upon listing and delisting, management of frozen assets, liability for occurred damage, protection of bona fede third parties and supervision over implementation of sanctions. The roundtable resulted in creation of the outline of future guidelines, which will be drafted by a working group consisting of those who participated in the event. The Council of Europe will continue to support this working group through expert advice so as to ensure the development of effective guidelines.
