Following the entry into force of the Law on Protection of Whistleblowers and the subsequent establishment of the Division on Whistleblowers within the Kosovo* Anti-Corruption Agency, PECK II Project organized a three-day mentoring session for the staff of the above-mentioned Division and in view of their new responsibilities under the Law. A representative of the Ministry of Justice (as a pilot institution) benefited as well from the session.
From 18 to 20 November, participants reviewed and discussed with a Council of Europe expert the rules and practices they developed since the establishment of this Division. These included among other checklists, templates, means of preserving confidentiality. The support was provided through mentoring and advice, based on a pre-agreed methodology and in line with the Council of Europe Recommendation CM/Rec(2014)7 on the protection of whistleblowers and European good practices, existing rules and procedures. As a result of the activity, KAA staff returned to work with two tailor-made tools: a confirmation response for the reports received and a checklist with questions, which could be used for guiding both the whistleblowers and the responsible persons within institutions.
In addition to the above, as a result of this activity, shortcomings related to protection of whistleblowers and needs for further support in building up a functioning internal mechanism for public institutions have been identified.
PECK II Project will continue to provide support to the Anti-Corruption Agency and other institutions on strengthening the whistleblowing mechanism in line with Council of Europe standards in the field.
