Back Strengthening capacities of institutions for prevention of abuse of state resources for electoral purposes in Montenegro

Over eighty (80) representatives of various ministries, government agencies, public enterprises and political entities participated in four trainings on “Prevention of abuse of state resources for electoral purposes in Montenegro organised on 15-18 April 2018 by the CoE/EU Horizontal Facility Action against Economic Crime (HF-AEC-MNE). The workshops aimed at helping public officials better understand and address misuse of budgetary resources, state subventions, public enterprises, employment, social welfare donations present during election campaigns, in line with international standards and good comparative practices, through presentation of Guidelines for Prevention of Abuse of State Resources in Electoral Purposes prepared under the HF-AEC-MNE. During the trainings, participants discussed with Council of Europe experts existing challenges to transparency and oversight of spending, cases of possible abuses during previous election cycles, and possible legal and practical solutions for the existing issues. Through an intensive dialogue among all relevant stakeholders, consensus was reached on the key elements of the Guidelines for Prevention of Abuse of State Resources in Electoral Purposes, presented at the events.
