The Council of Europe provided the national authorities in Belarus with a Guide on General and Sectoral Corruption Risk Assessments.

The Guide addresses methodological issues underlying risk assessments in public sector institutions and on how to design a risk assessment. The guide is also intended to assist the public sector institutions for the conduct of risk assessments on wider targets, such as a sector, and in the assessment of specific institutions within a sector. Such assessments may be used as a basis for the design and implementation of policies to address the corruption risks.
