Assisting Montenegrin authorities in the development of the Law on lobbying

The meeting of the Working group in charge of the development of the Law on lobbying, was organised on 24-25 September 2021, within the framework of the EU/Council of Europe Horizontal Facility for Western Balkans and Turkey Phase II – Action against Economic Crime in Montenegro (AEC-MNE).

The stakeholders discussed the assessment of the current legal provisions and the recommendations for its improvement developed within the Action. Representatives of the Ministry of Justice, Agency for Prevention of Corruption and civil society focused on the necessity of a broader definition of lobbying, its scope, the disclosure requirements and the introduction of a more effective supervision mechanism.

The expected legislative amendments should result in increase of registered lobbyists and improved scrutiny over the influence of different stakeholders to political processes in the country.
