Back Albanian public authorities prepared to use the new electronic system on assets declaration

Albanian public authorities together with the High Inspectorate of Declaration and Publication of Assets and Conflicts of Interests (HIDAACI), supported by the Action Against Economic Crime in Albania, have prepared for the launch of the new electronic system on assets declarations. On 1-3 December 2021, the Action, in cooperation with HIDAACI, organised the second set of trainings for the public authorities on the use of the electronic system. 170 representatives from related public institutions enhanced their capacities and skills to ensure the smooth functioning of the electronic system for asset declaration.

By January 2022, the electronic system will be functional. A total of 300 representatives of public authorities were trained by the Action (in two sets of trainings) and ready to use the new electronic system. These public authorities will provide assistance and facilitate the process of assets declarations by elected representatives and public officials, who have the obligation to declare their assets and conflict of interests.

The new electronic system on assets declaration is an important step to prevent and fight corruption among public officials in Albania. This system will simplify the process of assets declaration, their submission, and publication in real time while increasing the transparency and effectiveness of controls and administrative investigations from HIDAACI, data processing electronically and their exchange with other law enforcement agencies.

The representative of HIDACCI acknowledged the valuable support provided by the European Union and the Council of Europe to accomplish one of the key recommendations of GRECO’s reports.

The Action Against Economic Crime in Albania is part of the “Horizontal Facility for the Western Balkans and Turkey II”, a joint programme of the European Union and Council of Europe, which aims at assisting beneficiaries in the Western Balkans region and Turkey to comply with the Council of Europe standards and European Union acquis in the framework of the enlargement process.
