The joint EU/Council of Europe Project against Economic Crime (PECK III), in close cooperation with the Agency for Prevention of Corruption (APC), organised a two-day workshop aimed at strengthening the system for identifying and managing conflict of interests within public administration.
The workshop builds on previous support provided by PECK III in developing a comprehensive Methodological Guide that outlines a step-by-step process for APC staff and public administration officials to detect, assess and address conflict of interest situations effectively.
The workshop focused on three main goals:

Reviewing the draft Administrative Guidance on the identification, review and management of conflict of interest cases, including detecting gaps and shortcomings.

Supporting the APC in strengthening the draft Administrative Guidance to ensure alignment with international standards and recognised good practices.

Providing advice on incorporating project recommendations into the Guidance and transforming it into clear and practical internal procedures.
Participants benefitted from thorough presentation of Council of Europe expert on international standards and good comparative practice addressed towards refining the tools necessary for consistent and effective handling of conflict of interests cases. By helping to convert the Methodological Guide into detailed internal procedures, PECK III aims to reinforce institutional capacity and ensure that APC staff and public officials have practical and reliable mechanisms to manage risks related to conflict of interest at the occasion of participation to decision-making processes.
The initiative represents another step forward in the broader cooperation between PECK III and relevant authorities in supporting integrity, transparency and accountability across the public sector.
The activity was organised within the framework of the “Project against Economic Crime” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
