The reform of the Supreme Court of Justice (SCJ), launched under the 2023 Law on the SCJ, represents an important transformation of the judicial system in the Republic of Moldova. Its overall objective is to reinforce the SCJ’s role in ensuring consistent interpretation and application of the law. In parallel, the reform has paved the way for a comprehensive restructuring of the Court’s internal institutional framework.

The first phase of the Council of Europe Project (1 April 2024 – 31 March 2026) contributed to laying the foundations for this transformation in line with European standards, strengthening the capacities of the Court’s staff, and supporting the development of strategic documents, internal rules, and practices.

Building on this work, Phase II focuses on further supporting the practical implementation of these frameworks and reform objectives, with a particular focus on:

• Strengthening the consistency of judicial decision
• Improving internal governance and decision-making processes
• Developing a modern system for publishing case-law
• Enhancing communication with the public.

What is the goal and objective of the action?

The Project aims to enhance the quality and consistency of justice by strengthening the institutional capacity of the Supreme Court of Justice, in line with European standards, thereby contributing to better protection of human rights in the Republic of Moldova.

The Project is aligned with the strategic priorities and objectives set out in the Council of Europe Action Plan for the Republic of Moldova 2025–2028, as well as with the benchmarks related to accession to the European Union.

 Who benefits from the action?

The primary beneficiaries of the action are judges, judicial assistants, and members of the Court’s Secretariat, whose capacities are strengthened to support the effective functioning of the Court and delivering justice in line with European standards.
