People seeking justice should be able to rely on courts interpreting and applying the law consistently. The reform of the Supreme Court of Justice of the Republic of Moldova, introduced in March 2023, placed this responsibility at the centre of the Supreme Court’s mandate. Giving practical effect to that role requires clear priorities, effective internal organisation and communication that helps people understand the Court’s work.
The Court has now taken an important step in building these foundations. Within two months of the constitution of its Plenum, its collegial governing body, it adopted three complementary documents: the Institutional Development Strategy, the Regulation on Organisation and Functioning, and the Communication Strategy.
Together, these documents address three connected aspects of the Court’s development. The Strategy sets the direction and priorities for the coming years. The Regulation defines responsibilities and working arrangements within the institution. The Communication Strategy guides how the Court explains its role and decisions, engages with legal professionals and the media, and makes judicial information more accessible to the public.
The move from adoption to implementation shaped discussions at the project’s second Steering Committee meeting, held on 26 October 2026 in Chișinău. Court representatives and project partners reviewed these achievements and discussed the priorities, challenges and support needed to carry this work forward.
Discussions on cooperation for January–June 2027 focused on strengthening consistent judicial practice and the quality of judicial reasoning, supporting institutional leadership and improving internal working processes. Participants also considered public communication and digital access to case law, connecting the Court’s institutional development with how its work reaches legal professionals and the wider public.
The next step is to bring the three documents into the Court’s daily work. Practical tools, training and expert advice will support judges and staff in implementing the framework, with the aim of strengthening the Court’s effectiveness, the consistency of judicial practice and public understanding of its role.
