Workshop on Strengthening Anti-Money Laundering and Counter-Terrorist Financing Compliance in Notarial Practice: Risk Assessments and Sanctions Screening

A series of workshops dedicated to notaries on “Strengthening AML and CFT Compliance in Notarial Practice: Risk Assessments and Sanctions Screening” were held on 27–30 October 2025, attended in-person and online. The events were organised by the Council of Europe, jointly with the Office for Prevention and Combatting of Money Laundering and the State Tax Service, as part of ongoing efforts to enhance integrity and compliance within the non-financial sector.

Notaries as reporting entities play an important role in preventing and detecting economic crimes. Thus, the workshops aimed to enhance notaries’ capacity to identify, assess, and mitigate risks of money laundering and terrorist financing within their daily professional activity. Participants explored practical approaches to implementing a risk-based approach, conducting customer due diligence, and applying precautionary measures regarding individuals and entities listed under international sanctions or restrictive regimes.

Given its scope, this initiative marks a significant step in strengthening the notarial sector as part of the national anti-money laundering and counter-terrorist financing system.

The activity was organised withing the framework of the project “Action against Money Laundering and Terrorism Financing in the Republic of Moldova”, implemented by the Council of Europe funded by a grant from the U.S. Government. It continues to assist national authorities in strengthening the Republic of Moldova’s framework for preventing and combating financial crime.
