The Council of Europe organised a series of capacity-building workshops for representatives of the Public Services Agency (PSA) of the Republic of Moldova as part of Moldova’s ongoing efforts to enhance transparency and prevent the misuse of legal persons for illicit purposes. The events gathered 105 participants (31 men, 74 women).
The workshop focused on strengthening the operational capacity of PSA registrars, legal experts, and support staff to identify fictitious legal entities and ensure that data in the Register of Beneficial Owners is accurate, up-to-date, and reliable. The activity also aimed to enhance inter-institutional cooperation and harmonise national practices with European standards and technical requirements.
The event featured practical sessions delivered by the Council of Europe consultants Mr. Brendan Lawlor and Dr. Ramandeep Kaur Chhina and was organised in close cooperation with the Public Services Agency, Financial Intelligence Unit of the Republic of Moldova and the State Tax Service.
The workshop events marked an important step toward ensuring institutional alignment with European standards, contributing to Moldova’s integration into the European legal and economic area and reinforcing the national framework for corporate transparency and financial crime prevention. It is part of broader national commitments to implement European legislative acts and ensure compliance with Financial Action Task Force (FATF) recommendations, particularly regarding the collection and verification of beneficial ownership (BO) information.
This support is provided within the framework of the project “Action against Money Laundering and Terrorism Financing in the Republic of Moldova”, funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the US Department of State and implemented by the Council of Europe. It continues to support Moldova’s anti-money laundering reform agenda by providing targeted technical assistance in alignment with MONEYVAL recommendations and international standards.
