The implementation of the Public Administration Reform Strategy and the agenda for an open government discussed by the management of the Council of Europe in Chisinau with Artur Mija, Secretary General of the Government of the Republic of Moldova

The progress made in the process of public administration reform, as well as the results of the Steering Committee meeting on the implementation of the Council of Europe Action Plan for the Republic of Moldova 2021-2024, were among the topics discussed by Falk LANGE, Head of the Council of Europe Office in Chisinau, and Marius Ciprian TOTH, Deputy Head of Office, during the meeting with Artur MIJA, Secretary General of the Government. Also, the achievements of 2023 were reviewed, and the joint activities planned for 2024, in the field of local public administration and open government, were discussed.

LANGE appreciated the deep commitment of the Government to implement the Public Administration Reform Strategy for the years 2023-2030 and the revised post-monitoring roadmap, which was signed together with the Congress of Local and Regional Authorities of the Council of Europe in 2021.

The officials highlighted the importance of adopting, in 2023, the 5th Open Government Action Plan for the Republic of Moldova 2023-2025. The Plan includes, for the first time, a local component co-created in collaboration with local authorities, and the Congress of Local Authorities of Moldova (CALM) has been included as a fully-fledged partner in the governance process.

The management of the Council of Europe Office in Chisinau reiterated its readiness to further support  the authorities of the Republic of Moldova in the successful implementation of the policy documents on local democracy. The support will continue to be granted in 2024 within the Project “Reinforcing the culture of dialogue and ethical open local governance in the Republic of Moldova” implemented by the Congress as part of the Council of Europe Action Plan for the Republic of Moldova (2021-2024). The project aims to strengthen the dialogue between local and central authorities and support the improvement of the quality of local governance through integrity, corruption prevention, open government, public ethics, gender equality and migration management at local level.
