Streamlining Electoral e-Management System ahead of Moldova’s 2025 parliamentary election

The Council of Europe has contributed to the re-engineering of the Register of Electoral Officials – a module of the State Automated Information System “Elections” (SAISE) managed by the Central Electoral Commission of the Republic of Moldova (CEC). Consequently, the Terms of Reference for the Register were developed as a first mandatory step.

A key improvement of the future upgraded system used to manage electoral officials, whose number exceeds 20.000 persons during elections, makes it more efficient and accessible. Due to the envisaged technical improvements, the CEC will access information concerning electoral staff in a simplified and faster way through expanded filtering and exporting functionalities, featuring better tracking and security of user actions. This will revamp the operational integrity and security of the entire system.

This initiative marks a major advancement in establishing a streamlined and efficient system for managing electoral officials towards the September 2025 Parliamentary election, as well as future electoral ballots.

The activity is carried out within the Project ”Improving electoral practice in the Republic of Moldova (IEPRM) 2025-2028”, part of the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
