Republic of Moldova Launches a Co-Creation Initiative for Development of an E-course on Open Government

A co-creation workshop with representatives from central and local governments, civil society, journalists, academia and experts was held on 24 September 2025 in Chişinău. The event officially launched the process of developing an e-course on open government and good democratic governance.

At the centre of the workshop was the principle of co-creation. Unlike traditional approaches, the design thinking methodology guided participants step by step in shaping the course. They first reflected during the empathy stage, identifying the target group of learners. During the defining stage, they set out the key learning objectives. This was followed by an ideation stage, where participants generated ideas for thematic modules, and a prototyping stage, where they outlined possible features of the course. By the end of the day, participants had jointly developed the key content and technical features that will serve as the foundation for the course content. 

The future e-course will introduce learners to key principles of open government and democratic governance, such as public ethics, transparency, accountability, participation, integrity, inclusion, innovation. It will also provide practical tools and examples, helping public servants from central and local level apply the key principles in their daily work.

This joint initiative is part of the National Action Plan on Open Government of the Republic of Moldova 2023–2025, which highlights the importance of strengthening the skills of public servants and building trust between government and citizens.

The event was organised in cooperation with the State Chancellery of the Republic of Moldova and within the framework of the project “Promoting multi-level dialogue, open government and human rights at local level in the Republic of Moldova (2025–2028)” implemented by the Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities under the Council of Europe Action Plan for the Republic of Moldova 2025-2028.
