Needs assessment in the field of social rights with a specific focus on labour rights and employment rights of persons from vulnerable groups in the Republic of Moldova

The Council of Europe project "Enhancing Employment Rights in the Republic of Moldova" conducted a needs assessment in the field of social rights with a specific focus on labour and employment rights of persons from vulnerable groups in the Republic of Moldova.

The needs assessment sought to identify the  key areas of labour rights, particularly the employment rights of persons from vulnerable groups, where harmonisation is required between the national policies, legislation and practice of the Republic of Moldova and the European Social Charter, the European Committee of Social Rights case law, and other relevant international standards in order to enhance the protection and promotion of employment rights for vulnerable groups. The needs assessment report also highlighted the areas in which reform is imminent or most urgent, recalling the standards applicable and the challenges that the Republic of Moldova faces in each of the areas identified.

The assessment was based on the Council of Europe standards in the field of social rights, in particular those stemming from the European Social Charter, and addressed those provisions of legislation and practise in the Republic of Moldova that gave rise to concern vis-à-vis Council of Europe standards, which are primarily represented by the European Social Charter and the case law of the European Committee of Social Rights.

The needs assessment report will serve as a valuable resource for policymakers, civil society organizations, and other stakeholders working to promote inclusive and equitable labour practices in Moldova. By identifying key gaps and proposing evidence-based recommendations, the report aims to contribute to the ongoing efforts to strengthen the labour rights of vulnerable groups and create a more just and inclusive labour market for all Moldovan citizens.
