Moldovan Prosecutors Strengthen Efforts to Combat Ill-Treatment and Uphold Human Rights

To strengthen the investigation and prosecution of torture and ill-treatment cases, prosecutors from across the Republic of Moldova attended a one-day training supported by the Council of Europe. The participants included specialized prosecutors from the Section for Combating Torture of the General Prosecutor’s Office, from territorial offices, and from the Prosecutor’s Office for Combating Organised Crime and Special Causes.

The training focused on improving practical skills in conducting effective investigations, applying European Court of Human Rights jurisprudence, and ensuring compliance with the standards of the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT). Participants also discussed investigative interviewing techniques, the use of reliable evidence and avoiding re-traumatisation of victims in line with the Méndez Principles.

Guided by Council of Europe experts Victor Zaharia and Razvan-Horatiu Radu, the participants examined the Republic of Moldova’s institutional framework and international best practices, identifying ways to strengthen inter-institutional cooperation and address practical challenges in investigating allegations of torture.

By enhancing prosecutorial knowledge and skills, the training contributes to the Republic of Moldova’s ongoing efforts to ensure justice, accountability, and full respect for the absolute prohibition of torture under Article 3 of the European Convention on Human Rights.

The event was organised within the framework of the Council of Europe Project “Strengthening the human rights compliant criminal justice system in the Republic of Moldova phase II”, which is part of the Council of Europe Action Plan for the Republic of Moldova for 2025-2028.
