A draft Human Resources Strategy of the Judicial System of the Republic of Moldova was discussed by the working group on the optimisation of human resources policies in the judicial system during its meeting of 20 November. This policy document has been developed following consultations in two focus groups composed of court managers, judges, and court staff, and on the basis of a broad survey on the challenges and needs of the human resources of the judiciary, to which responded more than 570 representatives of the same target groups.

The Strategy aims at defining a long-term vision for a modern and efficient management of human resources in national courts. It contains an ample SWOT analysis and an Action Plan that sets the framework for future modernisation in line with European standards. The Strategy takes into consideration the needs such as ensuring a high quality of human resources, talent attraction and retention, competitiveness and transparency in employment, gender equality and non-discrimination, social inclusion, work-life balance, professional satisfaction of the employees etc. Improving the HR policies of the judiciary will support a better quality of justice and increased court user satisfaction.

The document was largely inspired by the Council of Europe People Strategy and the CEPEJ Guidelines on gender equality in the recruitment and promotion of judges. Once finetuned, it will be proposed for approval to the Superior Council of Magistracy.
