Council of Europe delevoped a Guide on monitoring the observance of labour rights în the Republic of Moldova for Office of the People’s Advocate and the Equality Council. 

The guide addresses key institutions involved in the protection of workers’ rights, particularly the Office of the People’s Advocate and the Equality Council, which have the role of monitoring and intervening in cases of violations of these rights.

Developed in close cooperation with the Ombudsperson’s Office and the Equality Council, the guide serves as a fundamental tool for promoting and protecting the fundamental rights of workers, as well as for ensuring a fair, safe, and respectful working environment for all citizens.

It draws upon a diversified legislative framework that includes national regulations, international standards, and judicial practice. Each of these sources contributes to shaping a comprehensive legal framework designed to protect workers’ rights and ensure the observance of their fundamental rights.

Through clear and effective monitoring and reporting procedures, the guide supports these institutions in assessing cases of labour rights violations and provides remedial solutions.

The ultimate goal of the guide is to contribute to the creation of a just and equitable working environment, where the rights of all workers are properly respected, and abuses are promptly and effectively prevented or sanctioned.

The guide was developed in the framework of the Council of Europe project "Enhancing employment rights in the Republic of Moldova", which is co-funded by the Austrian Development Agency and the Council of Europe. The project is supporting the Office of the People’s Advocate and the Equality Council in strengthening their capacity to promote and protect social and employment rights in line with European standards.
