In preparation for the 2025 parliamentary elections, the Council of Europe Office in Chisinau, in cooperation with Venice Commission experts, held a pre-electoral workshop for the Central Election Commission and chairpersons of the district electoral councils. This activity aimed at strengthening the institutional preparedness of the electoral administration based on international standards in the electoral field, especially those enacted by the Venice Commission of the Council of Europe.

The Venice Commission representatives – Saša ZAGORC, substitute member of the Venice Commission in respect of Slovenia; Adrià RODRÍGUEZ-PÉREZ, legal adviser, Secretariat of the Venice Commission; Leontine LOEBER, expert – covered a wide range of topics and challenges likely to arise during the electoral period, such as foreign interference, disinformation, misuse of administrative resources, oversight of campaign financing, and resolving electoral disputes, including on election results and re-counts. Subject-related practices from Slovenia, the United Kingdom, the Netherlands, Germany, Spain, Lithuania, and Austria, along with the Venice Commission's opinions of 2022 on the Electoral Code of the Republic of Moldova, of 2024 on the Law on partial implementation of the postal vote, and the Interpretative Declaration of the Code of Good Practice in Electoral Matters as Concerns Digital Technologies and Artificial Intelligence, were discussed to identify effective measures to be meaningfully applied in the preparation of the 28 September 2025 parliamentary elections in the Republic of Moldova.

This activity was organised within the framework of the project “Improving electoral practice in the Republic of Moldova (IEPRM) 2025–2028”, part of the Council of Europe Action Plan for the Republic of Moldova 2025–2028 .
