A two-day Working Group meeting on the reorganisation of healthcare governance within the prison system was held on 4–5 May 2026 in Chisinau, Republic of Moldova, bringing together representatives of the Ministry of Health, Ministry of Justice and the National administration of Penitentiaries.

Participants engaged in a structured and evidence-based dialogue on possible configurations for the reorganisation of prison healthcare, anchored on international best practices and Council of Europe standards and recommendations. Working Group members analysed the current challenges of the prison healthcare system, identifying their root causes, and examined different organisational and governance models. Through a comparative and analytical approach, participants explored the strengths and limitations of various reform options.

It is anticipated that the outcomes of this working group meeting will assist the Ministry of Health, Ministry of Justice and National Administration of Penitentiaries in advancing the prison healthcare governance reform and will support subsequent policy deliberations at the Government level.

The activity was organised under the auspices of the Project “Further strengthening the prison and probation systems, the provision of health care, and the treatment of patients in closed institutions in the Republic of Moldova”, implemented as part of the Council of Europe Action Plan for the Republic of Moldova (2025-2028).
