The Council of Europe has delevoped a Manual on the Preparation of National Reports on accepted provisions under the reporting procedure of the European Social Charter. This manual is dedicated exclusively to the reporting procedure on accepted provisions of the European Social Charter.
The primary objective of this Manual is to assist national authorities in drafting accurate, clear and comprehensive national reports for the the European Committee of Social Rights (hereinafter – the Committee) on the implementation of the European Social Charter.
The Manual offers practical guidance on the structure and content of national reports and aims to improve the quality of the reports submitted for examination to the Committee.
The Manual consolidates key elements for effective and accurate national reporting, without advocating any specific solution. It emphasises that the accuracy and clarity of the information contained in a national report are essential for the Committee to conduct a fair assessment of the situation. The Committee’s conclusions, in turn, guide the state in strengthening the protection of the social rights at national level.
The Manual also includes recommended sources of information and provides country-specific instructions tailored to the needs of the Moldovan authorities.
