Congress builds the capacity of local public officials to implement the new law on access to public information

Between October and November 2025, more than 300 representatives of local public authorities from Chișinău, Balți, Cahul, Orhei, Edineț, and Florești improved their knowledge of the new law on access to public information. The series of ten regional training courses was organised with support of the Congress of Local and Regional Authorities of the Council of Europe (the Congress) and in cooperation with the State Chancellery of the Republic of Moldova.

In addition, the Congress organised two online sessions for 280 participants as a follow-up to training activities held in 2024. These sessions enabled an exchange with the trainers, as thematic experts, allowing them to respond to questions and provide feedback on the challenges local authorities encountered while implementing the law.

The theoretical knowledge and practical exercises provided during the training sessions equipped local public officials with practical skills to better navigate the complexity of the law and respond efficiently and within the established deadlines to requests for access to public information. The participants confirmed that the training sessions led to significant improvements in their knowledge, attitudes, and intended behaviours to efficiently implement the new law in their daily work.

By means of this activity, Congress is supporting the Government of the Republic of Moldova in the implementation of the Fifth National Action Plan on Open Government.

The training activities were carried out within the framework of the Project "Promoting multi-level dialogue, open government and human rights at local level in the Republic of Moldova" (2025–2028), implemented by the Centre of Expertise for Multilevel Governance of the Congress of Local and Regional Authorities of the Council of Europe, as part of the Council of Europe Action Plan for the Republic of Moldova (2025–2028).
