The project "Promoting Civil Participation in Political Decision-Making in the Republic of Moldova," implemented by the Council of Europe, Congress of Local and Regional Authorities, is launching a call for expressions of interest in creating a group of Moldovan local authorities to work on increasing civil participation in decision-making. The objective of this call for proposals is to support a selected group of pilot local authorities (i.e., locally elected representatives and municipal staff) to develop their capacities for effective civic engagement and to pilot civic participation efforts, thereby promoting a culture of participation in local governance and improving the quality of local democracy through increased civic participation.
The project will support 12 pilot municipalities, selected from the North, Center, and South regions, to become models of active and effective civic engagement.
The project offers:
- Technical assistance and customized training for the development of civic participation policies and mechanisms;
- Support for aligning the local framework with European standards;
- Opportunities to exchange good practices and collaborate with other local authorities, civil society organizations, and central institutions;
- Participation in international activities and access to innovative tools for citizen engagement.
Who can apply?
Any local authority in the Republic of Moldova, regardless of size or type (urban or rural), that expresses its commitment to participatory and transparent governance.
How to apply?
By May 30, 2025, interested authorities are invited to submit:
- A motivation letter, signed by the mayor, describing the experience, challenges, and priorities related to civic participation (max. 2 pages);
- A completed information sheet (in accordance with Annex I of the call for proposals).
