The Working Group examines draft Opinion on diversity and inclusivity within prosecution services

The CCPE Working Group met in Strasbourg on 22-23 May 2025 to discuss draft Opinion No. 20 (2025) on diversity and inclusivity within prosecution services prepared by the CCPE expert, Mr Niall Crowley (Ireland), based on the guidance given by the Working Group and the structure developed at its meeting of February 2025.

The Working Group examined and revised the draft in the light of its discussions. It agreed on the need to take account of diversity and inclusivity in prosecution services that flows from the complex fabric of today’s societies and the benefits of factoring it into the composition of prosecution services. Diversity and inclusivity are, further, two key concepts which are essential within the framework of the European Convention of Human Rights (ECHR), in particular for putting into effect its non-discrimination principle.

The Opinion, while taking into account different legal systems and models in member states, will explore conceptual framework, legislation and regulations, policy instruments and practical measures, as well as provide relevant recommendations.
