The 21st plenary meeting of the Consultative Council of European Prosecutors (CCPE) was held on 15-16 October 2026 in Strasbourg. The CCPE adopted its Opinion No. 21 (2026) on providing support and safeguards for prosecutors in order to enable an efficient prosecution service. The Opinion seeks to respond to contemporary challenges that prosecutors face, and focuses on key thematic areas of support to ensure their efficient work responding to public expectations and serving the rule of law.
The Opinion brings together and consolidates in a single document relevant standards from otherwise fragmented sources. It then updates these standards to meet today’s challenges, as well as introduces new standards on topics not previously addressed by the CCPE. It underscores the pressure resulting from the rapidly developing criminality and its new forms, as well as emphasises the increasing use of technologies and the pressing need for international co-operation.
The Opinion also recognises that efforts and progress are already being made in member states to provide support to prosecutors. At the same time, in a fast-paced world, the Opinion strives to set an inventory of practical measures and tools to tackle everyday issues that prosecutors face.
