Online Cascade Trainings on Court Management

Between 26 November and 3 December 2021, four one-day online training sessions were held with the aim of improving the efficiency and quality of justice in Azerbaijan based on the tools and guidelines developed by the European Commission for the Efficiency of Justice (CEPEJ).

The trainings were conducted by Azerbaijani trainers, who completed the three-day online Training of Trainers held in June 2021, and using the training materials and modules developed within the Project. The training sessions covered a range of topics related to the judicial time management and measurement of the quality of justice, namely the concepts such as “right to fair trial” and “reasonable time” addressed in the ECHR case law and CEPEJ tools and guidelines, the effects of excessively long proceedings on the enjoyments of rights, the importance of measuring the quality of justice, use of Key Judicial Performance Indicators (KJPIs), conducting of customer satisfaction surveys at courts, etc.

The online training sessions were attended by more than one hundred participants including court presidents and managers, judges, court staff, legal advisors and judge assistants from courts in Baku and regions of the country.

These training sessions were carried out in the framework of the project "Strengthening the efficiency and quality of the judicial system in Azerbaijan", funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance II.
