Ukraine Signs the Council of Europe Framework Convention on AI

On 15 May 2025, the Council of Europe welcomed Mr. Oleksandr BORNIAKOV, Ukraine's Vice Minister of Digital Transformation, in Strasbourg to sign the Council of Europe’s Framework Convention on AI, Human Rights, Democracy, and Rule of Law (STCE n° 225). With Ukraine’s signature, the total number of signatories has now reached 16.

The Framework Convention represents the first-ever international legally binding agreement designed to ensure that the deployment and use of AI systems remain fully aligned with core democratic values, human rights, and the rule of law. It serves as a critical step in safeguarding individual freedoms while fostering the responsible development and use of AI technologies across Europe and beyond.
