It contains an outline of the legal and other elements which in the view of the Committee could be included in legally binding or non-legally binding instruments that will make up an appropriate legal framework on AI of the Council of Europe.

The document “Possible elements of a legal framework on artificial intelligence, based on the Council of Europe’s standards on human rights, democracy and the rule of law” will now be submitted to the Committee of Ministers for further consideration.
