Ms Pam DIXON is the founder and executive director of the World Privacy Forum, a respected public interest research NGO. An author and researcher, she has written influential studies on AI, identity, health, and complex data ecosystems and their governance for more than 20 years, working extensively across the US, India, Africa, Asia, and the EU. Dixon was an inaugural appointee to the OECD AI Expert Group, where she continues to contribute, and serves as an advisor to the board of WHO’s Health Data Collaborative. She co-chaired a global governance task force with the UN Statistical Division, contributing original research on frontier governance of advanced technologies. Dixon’s peer-reviewed research on India’s Aadhaar biometric identity system, conducted over four years in India and published in Springer Nature’s Health Technology, was cited twice in the Supreme Court of India’s landmark Aadhaar privacy decision. She has presented her work on complex data ecosystems governance to the National Academies of Science, the Mongolian Academies of Science, and the Royal Academies of Science. Dixon has written 10 books and numerous studies and articles, including a 4-year comprehensive study of global data governance laws and conventions and a global comparative study of National AI Strategies.

New sensing technologies increasingly allow continuous inference about individuals’ identity, behaviour and physical or emotional states. Bringing together technical experts, policy practitioners and human rights specialists, this panel will examine both the capabilities and the limits of these technologies and their implications for dignity, autonomy and privacy. Particular attention will be given to real-world deployment contexts and the safeguards needed to protect individuals, especially children and other vulnerable persons.
