Mr Daniel Pap, Legal Advisor at the Council of Europe’s Digital Development Unit, took part in the ITU Regional Development Forum, which brought together governments, industry, academia, civil society, the UN system, and regional and international development agencies to tackle regional telecommunication and ICT challenges.
Speaking on the first panel, “State of Digital Development and Trends: Challenges and Opportunities,” Mr Pap highlighted the importance of trust as the foundation of digital transformation. He stressed that trust is intertwined with the protection and promotion of human rights, democracy and the rule of law, and outlined the role of the Council of Europe’s work, including the Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law, and the HUDERIA methodology, in fostering responsible and rights-respecting digital innovation.
